Home Health Care CAHPS Survey
Attention Home Health Care Providers. Are you compliant with the latest home health reporting requirement from the Centers for Medicare and Medicaid Services (CMS)? The Consumer Assessment of Healthcare Providers and Systems (CAHPS) Home Health Care Survey is a tool that measures the experiences of people receiving home health care from Medicare-certified home health care agencies. According to The Home Health Care CAHPS Web site,the survey is designed to meet the following three broad goals:
- To produce comparable data on the patient’s perspective that allows objective and meaningful comparisons between home health agencies on domains that are important to consumers.
- Public reporting of survey results will create incentives for agencies to improve their quality of care.
- Public reporting will enhance public accountability in health care by increasing the transparency of the quality of care provided in return for public investment.
Newer mandates like the HHCAHPS Survey requirement from CMS are increasingly structured to provide specific guidance to recordkeepers. Home health care providers are required to partner with a CMS-approved vendor to administer the survey and data submission process. Ideally, this relationship standardizes the process and helps providers mitigate the ever evolving struggle to maintain both privacy and transparency of records. Vendors document quality assurance measures for their own and subcontractors’ facilities to demonstrate compliance with HHCAHPS QA guidelines.
Specific recordkeeping requirements of the HHCAHPS include both retention and disposition rules. Data storage must be secure and environmentally controlled for a minimum of three years. Likewise, vendor and subcontractor facilities must be available for on-site visits by the HHCAHPS Project Team. All Medicare-certified HHAs that have not yet begun their participation in the HHCAHPS Survey should go to the Web site homehealthcahps.org to register for credentials and review the list of approved HHCAHPS vendors.
